The Department of Education Negros Island Region (DepEd NIR) is committed to delivering efficient and transparent services through the SOUVENIR program—Systems Optimization and Unified Validation and Evaluation for the Negros Island Region.

Developed and managed by the Quality Assurance Division (QAD) of the DepEd NIR Regional Office, a core subsystem of this initiative is NIRSOMS (Negros Island Region Special Order Management System). It is specifically designed to streamline and automate the processing of Special Orders (SO) for Senior High School completers from private educational institutions.

Modernizing Educational Records

Special Orders are a crucial requirement for private Senior High School graduates to validate their completion of the program. Traditionally a manual process involving extensive paperwork routing from Schools to Schools Division Offices (SDOs) and finally to the Regional Office (RO), NIRSOMS transforms this workflow into a secure, end-to-end digital experience.

By digitizing the submission, validation, and approval phases, the system significantly reduces manual errors, prevents duplicate issuances, and standardizes the evaluation process across the entire region. It provides real-time tracking for schools, ensuring that the status of their graduates' records is always transparent and up-to-date.

Security and Compliance at the Forefront

NIRSOMS is built with strict adherence to the Data Privacy Act of 2012 and the Ease of Doing Business Act (ARTA). It ensures that sensitive student records are handled with the utmost security, utilizing encryption, strict access controls, and comprehensive audit trails.

Upon final approval by the Regional Director, the system instantly generates official Special Order Indorsements and Certificates equipped with unique Control Numbers and verifiable QR codes. This not only speeds up the release of documents but also provides a reliable public verification mechanism to guarantee the authenticity of the records.

Notice to Graduates: If you are a graduate requiring a Special Order, kindly contact the private school where you completed your program so they can coordinate the issuance with DepEd NIR. Direct requests are not processed through this portal.
